Consul General Celeste Vinzon-Balatbat

Consul-General Celeste Vinzon-Balatbat is a career diplomat at the Department of Foreign Affairs.
Government Service. Prior to her assignment to the Philippine Consulate-General in Nagoya in November 2020, she served in various capacities at the Philippine Embassies in Riyadh, Jakarta, and Bandar Seri Begawan. She handled political, economic, consular, cultural, and ASEAN work at these posts.
In the Home Office, she has worked in offices handling policy planning and coordination, international economic relations, financial management, and training and policy research.
Academe and Private Sector. She has earned degrees in economics (BA from University of the Philippines-Diliman, Philippines and MA from Yale University, USA) and in international studies (Master’s from Escuela Diplomática, Spain). She has held jobs in banking, publications, economic policy research, and teaching, and subsequently joined the foreign service.
Personal Life. She is married to a fellow Filipino diplomat. They have one daughter and a pet cat.
